* On 20 Septembre as only 4-5 of 25 member states supported the approval of Mon 863 in an indicative vote, the Commission postponed a formal decision in the Standing Committee on the Food Chain and Animal Health, Section : Genetically Modified Food and Feed and Environmental Risk.

** Qualified majority. For a proposal to get accepted or rejected it must reach a "qualified majority". This is a certain percentage of the weighted votes (now is 232 out of 321 votes) - and also obstain at least 62 % of the EU population. The votes are weighted toward the size of the country. For example, big countries like Germany get more votes than small countries like Malta.
