WHAT IS ACTUALLY PLANNED?
No, you didn't misunderstand us -- we are going to build a huge
Dike around the conference building of the world climate talks in
The Hague this November.
DATES: NOVEMBER 17-19, 2000
The Dike building event will be on Saturday, November 18th. We
suggest to all participants to arrive Friday 17th evening and leave
on Sunday 19th pmorning. It is of course up to you when to arrive
and when to leave. Programme here.
THE LOCATIONS OF THE DIKE ACTION WEEKEND
From 5 pm on 17 November, the doors of the Sandbagger Inn will
be open to Dike builders in The Hague. Accommodation is free of
charge. The Sandbagger Inn offers you a warm and dry place to sleep
on the floor of sport halls, schools and tents in The Hague. We
have four locations:
1) Flood Refuge Tent (registration, restaurant, gatherings, party)
2) Hurricane Hotel (accommodation only)
3) Sandbag Sleep (accommodation only)
4) Cyclone Cottage (accommodation, Internet access)
All locations offer such luxuries as showers and toilets. There
are a limited number of rooms available that are separated by gender.
Sleeping areas will be locked during the day to prevent theft, but
you are advised to carry valuables such as passports with you at
all times. The Sandbagger Inn has a no smoking policy.
The "Flood Refuge Tent" (map)
is close to the central station of The Hague and the place where
people check in for the action. Buses from all over Europe go here
first, people can register here, the meals are served here and in
particular the Dike Builder's Party happens here. The exact address
is: Malieveld, The Hague, Netherlands
The SLEPPING SITES "Cyclone Cottage", "Hurricane
Hotel" and "Sandbag Sleep" are the places where people
will stay overnight on Friday/Saturday and Saturday/Sunday. You
will sleep on the floor of classrooms, but toilets and showers are
of course available. You will be directed to the schools from the
TENT SITE on Friday evening.
The DIKE SITE (map) is where the action
itself happens on Saturday: around the conference centre of the
world climate conference (COP6). People will march there on Saturday
morning from the Flood Refuge Tent.

Arriving by train: leave the station through the main entrance and
follow the signs marked Sandbagger Inn to the Malieveld. This is
a five minute walk.
BUSES AND GROUP TRAVEL TO THE HAGUE
We have organised buses from various points throughout Europe.
See our contacts page for buses from your country. Get in contact
either with Friends of the Earth Europe or the national focal points.
If you register or subscribe
to our mailing list, we keep you informed about travel co-ordination
in your country. Maybe you can make use of group travel (so get
your friends into it!).
GROUPS
Groups wishing to stay at the Sandbagger Inn should let Friends
of the Earth Europe, jan.kowalzig@foeeurope.org
know in advance how many people they are planning to bring and their
exact arrival and departure times in The Hague. We will try to accommodate
groups together. Groups are also expected to designate someone to
act as a liason between the group and the registration office. If
possible, give a mobile phone number for last minute arrangements.
If your group is bringing a bus that can be used for transportation
in The Hague during the weekend, please contact donald.pols@milieudefensie.nl.
If you need accommodation for your bus driver, please urgently contact
ilse.chang@milieudefensie.nl. Please note
that bus driver accommodation is not free. There is space to park
at all the locations as well as at the bus driver accommodation.
TECHNICAL DETAILS
The Dike will be about 400 metres long and 1.5 metres high. Over
50,000 sandbags and tens of thousands of m3 sand will be used to
build a double row of sandbags that starts in front of the Congress
Centre and covers the full length of the building. Because of the
tight security around the Conference Centre the Dike is split into
two sections. Section 1 is about 100 metres long and in front of
the main entrance to the building. This will be built by a special
crew of people, who will receive permission to cross the security
fences. Section two is the largest part of the Dike and will be
built on the road that runs parallel to the conference centre (see
also map).
The Dike construction consists of three main activities: filling
the sandbags, transporting the sandbags and laying the sandbags
on the Dike. There are tasks suitable for young and old, strong
and weak. The construction is expected to take about two hours.
Milieudefensie has trained a special crew of dike co-ordinators
that will supervise the actual construction and can be recognised
by their vests.
There will be approximately 20 piles of sand set up along the length
of the Dike. The sandbags will be filled at these so-called filling
stations. During the welcome briefing on Saturday the 18th, there
will be a more detailed explanation of how the Dike is to be built.
WHAT ELSE WILL HAPPEN?
A variety of other activities flanks the erection of the Dike.
Among those, Friends of the Earth will present its 'climate witnesses',
people who come to The Hague to report on the first catastrophic
effects of global climate change: from the Mozambique floods, hurricane
Mitch or even the European storm Lothar.
Upon arrival of the participants on Friday evening, we plan to
have a welcome event, give you first instructions for the coming
day, serve dinner and organise accomodation.
The Saturday evening, after the Dike has been built, is reserved
for a big party: dance and music, performances and presentations
of the evening television news will burn this weekend into your
memory.

COSTS
Activities are hostet by Friends of the Earth Netherlands. The
whole event costs incredible lots of money. However, we will provide
simple accomodation for free. Food will be available for 15 Dutch
Guilders per day. Travel costs, however, have to be covered by you.
Try your national focal points for buses
going to The Hague and thus offering you a cheap possibility to
go to The Hague.
FOOD
Our restaurant is run by Rampenplan, an experienced mobile kitchen
that prepares delicious vegan/vegetarian food. The restaurant can
be found at Flood Refuge Tent and will offer the following meals:
Friday evening: soup
Saturday: breakfast plus lunchbags, dinner
Sunday: brunch
Meals are paid for in the restaurant and can only be paid for in
Dutch guilders. The price for a full day's food is around NLG 15
(includes three meals, so less on Friday and Sunday). Rampenplan
is a volunteer organisation and you will be asked to help with things
like cutting vegetables, dishes etc.
WHAT YOU SHOULD BRING WITH YOU
Make sure you have a sleeping bag and an inflatable matress with
you. Also, have some dutch money at hand (for public transport,
food etc.). Bring warm and waterproof clothing (we will be outside
all afternoon in November!). Bring dancing boots for the party on
Saturday!
We encourage you to bring along your own personal climate action
message on a banner to be pinned onto the Dike! Organisations and
larger groups are particularly ask to bring the organisation's logo
on a big banner. Banners with slogans against climate change are
also highly welcomed.
CHILD CARE
During the action itself (Sat 12:15-4pm), we organise child care
for children from the age of 4 years onwards, but only if you have
registered and announced need for child
care in the 'comments' field of the registration form.
REGISTRATION
Nobody is obliged to register, nor is registration binding. But
please understand that we have to organise accomodation, food and
co-ordination for thousands of people. So please register.
Upon arrival you will be asked to fill out a registration form.
You will then will receive a Sandbagger Inn bracelet which gives
access to all our locations and the party on Saturday plus directions
to your place of accommodation. Groups are asked to make sure that
their members fill out these forms in advance (please also see the
section groups), e.g. during the bus trip to The Hague.
The Sandbagger Inn Registration is open 24 hours a day from 5 pm
on Friday 17 November. Our office is at Flood Refuge Tent, a huge
tent near The Hague Central Train Station (Den Haag Centraal Station).
The exact address is Malieveld. This is a park area. Participants
of the Dike action and buses from abroad have to go to this location
first.
