CALL FOR EQUITY IN THE CLIMATE CHANGE NEGOTIATIONS!
We want an effective and equitable treaty!
Equity declaration to sign on!
At COP6 in The Hague, world leaders will discuss the rules for
the Kyoto Protocol. But essentially, they will only deal with the
next 10 years. And they are also only talking about a 5.2% reduction
of emissions compared to 1990 levels. Scientists have said that
up to 80% of greenhouse gas emissions must be reduced to actually
halt climate change. So there is a lot to do in the future - which
Governments rather not talk about.
Also, they try to ignore the fact that the whole Kyoto Protocol
is inequitable and unjust. For example:
- It assumes that it is ok that, for example, a US citizen emits
600 times as much greenhouse gases than a person from Mozambique.
There is no mechanism for reducing ineqities in per capita emissions.
- It does not oblige industrialised countries which - in the
last century - have caused man-made climate change by burning
fossil fuels to provide for adequate disaster warning and relief
for those countries that are most vulnerable to the impacts of
climate change: developing countries in the South.
- It does not ensure that, at least in the future the Protocol
will allocate emission budgets (or targets) more equitably. In
principle, the same sustainable amount of per capita emissions
should be allowed for everyone.
That is why Friends of the Earth International, together with OXFAM
and other development and environmental groups has kicked off an
international declaration on equity.
We call on world leaders to put equity back on the agenda. We call
for a "Hague Mandate" for countries to start addressing the longer
term reduction needs and an equitable framework for international
climate change protection as soon as possible. We will deliver the
declaration to world leaders before and at COP6.
The declaration is signed by organisations, not by individuals.
